ICC: we have PROOF Gadaffi planned the murder of thousands?

The international criminal court has today told Reuturs that they have PROOF that Colonel Gadaffi planned to kill all who protests against him, even before the protests began. They say that they will report back to the Hague on May 4 and then arrest warrants will be issued for Gadaffi and all those who who conspired against the Libyan people. Isn't that a piece of good news? That murderer will rot in prison for the disgusting crimes he has commited. Would the arrest of Gadaffi and his family members result in the conflict ending?
